Don't have sex with zombies
even if they used to be your boyfriend. Or if he was the other girl's boyfriend but you had the hots for him and decided to skinny dip in the lake to get back at him for dieing. Or something. That part didn't make much sense.
Actually for Beneath Still Waters to make sense, you have to pretend some of the side plots didn't happen. The basic story is that a Spanish town was flooded to build a dam and make the mayor rich. The real reason he was doing it was to keep some unholy orgy cult trapped. 40 years later the evil undead leader of the cult gets out and his evil influence starts breaking the dam, making lake monsters, and turning the townspeople into zombies or orgy people. Now its all up to the granddaughter of the mayor to decide between life and knowing what death is like.
The big problem this movie had was that too many things going on and didn't go to deeply into any of them. The movie starts out with two boys playing in the abandoned city and stumbling onto the cult leader and the last of his minions. One boy lets the cult leader out of his shackles and gets his head torn off (you don't see that too often). The other boy runs away, then we don't see his older self until much later in the movie, and he doesn't have any impact on the story when we do meet him. Another issue was that the lake monster first appears as a dark cloud of silt, then a fish man hunts a dam worker, then it goes back to being a large dark cloud of silt. The other large not entirely explained part of the mother had to do with the main girls preoccupation with what happens when people die. She also turns out to be "the chosen one" but we aren't told what she is chosen for.
One the plus side, Beneath Still Waters delivers in the gore department with some pretty messy deaths, and in the gratuitous nudity department with the bikini girl on the cover going skinny dipping, then with the towns people having a huge orgy. Its a little hard to make out what happens, but it involves cake, a chicken, and a goat.
